Ebbsfleet Development Corporation: Stewardship Model

Shared Assets was commissioned by the Ebbsfleet Development Corporation to develop a governance and business model for a new legacy and stewardship body capable of managing the green spaces and community assets arising from the development of Ebbsfleet Garden City. We worked with our partners Vivid Economics to; undertake a review of existing stewardship models and site documentation, interview key high level stakeholders, engage with EDC staff and board members, complete an interim options appraisal against agreed criteria and a final recommended option for the new structure, and develop a flexible financial model based on a range of data sources. We brought our expertise and ability to identify the shared objectives of a wide range of stakeholders to develop a proposal that was financially viable, and able to be supported by a wide range of stakeholders.

London Borough of Barnet: Alternative Land Use models

We were commissioned by the London Borough of Barnet to develop options for the future strategic governance of its parks and open spaces. We reviewed existing information and strategies, the political and budgetary constraints the council was operating under, and the aspirations for the overall parks portfolio. We proposed a number of potential options for retaining and enhancing the public benefit of the parks while enhancing income streams and economic impact. The final output of this work was a phased 10-year transition plan for the establishment of a charitable trust, with a clear decision making framework to enable the creation of a mixed economy model for the council to be able to adapt as new information and circumstances arose.

Business Model Development - Example Project

Copthall Park, London Borough of Barnet.

Shared Assets and Jon Sheaff Associates were commissioned by London Borough of Barnet to redesign and create a sustainable financial model for Copthall Park in Barnet.  The purpose of the work was to regenerate the site, improve user experience and footfall, and make the park financially sustainable in perpetuity. A business model was developed that proposed annual revenue generation of £1.4 million set against expenditure of £1,2 million. Revenue expenditure figures were based on the detailed assessment of the management and maintenance costs of all of the assets within sites across the study area (including a full assessment of all hard and soft landscape maintenance costs.)
